EN71-5:2015玩具安全新标准于2016年3月31日实施
欧洲CEN对于化学玩具的有害物质要求更严格，CEN于2015年8月10日批准了EN 71-5:2015，并将于9月23日发布以官方语言表示的最终稿。同时最晚将于2016年3月31日起实施，届时将废止现行的EN 71-5:2013。该标准规定了欧盟市场上化学玩具中物质和材料的安全要求和测试方法。这些化学物质和材料包括：（1）被欧盟委员会法规列为危险级别的物质和混合物；（2）未被列为危险级别，但是接触过量后却会危害儿童健康的物质和混合物；（3）化学玩具附带的其他化学物质和混合物（“物质”与“混合物”的定义参考欧盟REACH法规及CLP法规）。需要注意的是，EN 71-5:2015现在还不属于欧盟玩具安全指令（TSD）的协调标准，故不能用来证实符合玩具指令的要求，标准协调将有欧盟委员会实施。此外，标准还规定了标签、警告、安全准则、含量列表、使用说明以及救助信息等。

CEN publishes a new safety standard EN 71-5:2015 for toys European Commission for Standardization (CEN) approved Safety of toys - Part 5: Chemical toys (sets) other than experimental sets (EN 71-5:2015) to supersede EN 71-5:2013 on 10 August 2015. The new standard will be formally published on 31 March 2016.
EN 71-5:2015, a coordinative standard for DIRECTIVE 2009/48/EC, specifies safety requirements and test methods for substances and mixtures in chemical toys that in the EU market. These substances and mixtures are: (1) those classified as dangerous by the EC-legislation applying to dangerous substances and dangerous mixtures; (2) substances and mixtures which in excessive amounts could harm the health of the children using them and which are not classified as dangerous by the above mentioned legislation; (3) and any other chemical substance(s) and mixture(s) delivered with the chemical toy.
In addition, the standard sets forth for labeling, warning, safety code, content list, introduction and rescue information.

Abstract/ScopeThis European Standard specifies requirements and test methods for the substances and materials used in chemical toys (sets) other than experimental sets. NOTE The terms “substance” and “mixture” are defined in the REACH regulation No. (EC)1907/2006 and in the CLP regulation (EC) No. 1272/2008. Additionally, requirements are specified for markings, warnings, safety rules, contents list, instructions for use and first aid information. This Part of EN 71 applies to: plaster of Paris (gypsum) moulding sets; ceramic and vitreous enamelling materials supplied in miniature workshop sets; oven-hardening plasticised PVC modelling clay sets; plastic moulding sets; embedding sets; adhesives, paints, lacquers, varnishes, thinners and cleaning agents (solvents), supplied or recommended in model sets.
