根据澳大利亚相关法律授权，澳大利亚通信和媒体管理局（ACMA）承担当地电信技术管制、对电视与广播进行管理、负责号码资源管理和分配、频谱管理、及对通信产品进行行业管理的职能。根据ACMA颁布的2001电讯标志（消费性设备及消费性电缆产品）公告 (Telecommunications Labeling Notice 2001) ，其规定的电讯产品的生产和销售方必须确保有关产品符合公告内所指定的技术标准要求，并在产品上附加 A-Tick 标记，经过批准才可将产品推出市场或接驳到澳大利亚的电讯网络中。其公告中列名的第三类产品由于其在使用过程中可能会对无线电频谱产生重大影响，如手机（GSM，WCDMA，CDMA，DECT设备），工业、科学及医疗用仪器等这类设备必须到其指定的认可测试机构（Recognized Testing Authority －RTA）进行测试，澳大利亚政府只认可RTA实验室出具和签署的检测报告。这类认可实验室（RTA）的授权由澳大利亚通信和媒体管理局（ACMA）委托澳大利亚国家测试机构协会（NATA）负责审查和批准工作。
